Old Info: Each collection card that you find in Monster Galaxy by either capturing or defeating a moga is random. There are no particular spots where certain cards can be found. Any card can be found in any area in Sunshire and Pueblonia. The location does not matter.
To make it easier on yourself, you should defeat mogas in East Summer Road and West Summer Road to collect cards as efficiently as possible.
Master and Cadet cards can be found as Level 2 & Level 3 Pueblonia & Sunshire Rewards.

Well that's not completely truth.. I've made some experiments and there are some places where certain cards are more likely to appear. FOr example:
Sanswhirl Point is a good place for the Owlreed Card
